В первом случае ошибка критическая, ничего не просиходит кроме ошибки.

имелось в виду index.php, а вообще если вы не знаете что за функцию вам дали и не знаете как с ней работать, для этого есть официальная документация: http://php.net/manual/en/funct... ne-set.php, пардон что на английском, думаю что разберетесь.
