Requesting Aspx, Asp, .NET, Javascript, VB Script Programmer!

Dear <FONT color=#5555dd>Programmers,
I have a cp on my server and i got the chat program installed but my problem is i need to make some improvements for my cp i want to add or change this things :

Here is Main Admin which is me, I can add new sites, cotrol everything. And i can make users for new sites.

-1 Users Pictures (Add,edit,Delete) (Only Gif,Jpg files can be added)
User (-1 Normal User, Advanced User, Special User, Operator,
Special Operator,Invisible Master,Visible Master,Main Master) can choose thier a unique pic.
a) the owner of the cp can enter and when he is adding a new user. He can chooes a unique pic for him. 1 user for each site.
But this user can make users for the chat inside his CP, like operator which can kick or ban someone.
when he is going to add the user. he can choose his permissions, they are not as like default


-2 Smiles (Add,Edit,Delete) (only Files with Jpg,Gif can be added) (Example : s1 = a pic of a simly face)
a)Smiles wiil be available for each site separatelly. And some constants in the message text will be treated as smiles. Such constants will be assigbed by
site users and pictures to these constants accordingly.


-3 Abriviations that can be seen by the people (Add,Edit,Delete) (Example : w1 = Welcome)
Abriviations that cant be seen by the people (Add,Edit,Delete) (Example : Fuck = Please Control Ur Language)
a)Allowed/Bad words wiil be available for each site separatelly. And some constants in the message text will be treated as such words. Constants will be assigbed by
site users and replacement text to these constants accordingly.

-4 Users (Add, Edit,Delete,When they add a user,
Operator or any Level they can choose thier Specialities
as Ban,kick,BanIP,CloseRoom,OpenRoom, Etc...)
User Levels : (-1 Normal User, Advanced User, Special User, Operator,
Special Operator,Invisible Master,Visible Master,Main Master)
Option to Change the Color of the Users, and choose a Sign for them.

-5 Rooms (Add,Edit,Delete,Add Camera Option (Imean by this that when
they want to Add a room they can choose to put cam inside it or no coz my IMS has Video also).
a)no additional info.

-6 Site Link (Link for the Chat).
a)will be the link as separate menu item

-7 Log For the LogIns, LogOuts, Banned.
a)there will be pages to display/manage such info.

-8 Strong Logic Ban System. (PowerFul Ban!)
a)will be banned system which will be lay on machine unique number(as base the harddrive partition nubmer will be taken).
b)banned system wiil provide info such: LogIns, LogOuts, Banned.

-9 Games Options (Add more Flash Games, Delete) (Inside the Chat)
a)5 flash games will be integrated into the chat
b)there will be the abilyty to change particular game in the site by a user

-10 Private Video Chat.
a)there can be a private video chat but only with VPM mode (between 2 users)

-11 When someone want to do Private Chat (Typing) a new small Page
(as the Digi chat) open between these 2 Guys.
a)private window for chatting between 2 peoples is the solution to be applied

-12 Create 1 template and allow control in the all Temaplates (Add,Edit,Delete).
This mean you can edit templates from GUI as html text with helping wizards.

-13 Option which let me to make Resellers
a) Reseller is a person which can have a certain number of rooms and he can control them as they are for him
he can make new sites but only as the specifications as i choosed for him.

and that's the whole project if there is a pro programmer can do this 2 me please let me know and thanks.
