Да не как, просто поставить и ошибка должна пропасть.
Под виндовс может понадобиться добавить в переменную Path путь к папке с node, и перезагрузить компьютер.

попробуйте оба гема раскомментируйте, и сделайте bundle update

Ну раз без хероку ошибки нет а с хероку есть, то всё таки нужно ждать того кто знает что делать с ним

p.s. и если уж пользуетесь виндой, то готовьтесь, что будет все еще хуже и мучений будет больше, пока не поймете, что лучше поставить Vagrant, VirtualBox или сразу Linux.

сделайте по шагам:

- сменить в Gemfile
gem 'sqlite3', :group => [:development]

- поставить
bundle install

- добавить изменения в git как обычно
git add .
git commit -am "bla-bla"

- потом только добавлять уже на хероку
git push heroku master

Миграции например могут не пройти.

ну вообще-то там он exe искать не должен, если вы где-то это не прописали, хероку на линкусах работают

В path прописал в самом начале. А по логу в этом проблема?

Что вообще такое хероку и зачем оно нужно? почему не сделать без него? Уже давно работало бы

Да, Heroku отличный хостинг! Просто надо чуть научиться писать правильно и читать логи для нахождения ошибки, это и есть программирование

По логу первое что бросается GET '/' прописан в роутах root :to => '.....' ?

Ну и в целом для начинающих все же удобнее было бы держать исходники сразу на github так было бы проще смотреть что там понаписали и находить ошибки.
